Abstract English
Crises are unexpected and extraordinary events that happen suddenly in time and space. They leave negative effects on society, which threatens stability and security. This paper addresses crises from a legal perspective. It discusses the concept of crises that threatens people and property, and presents ways to respond to these crisis through planning and the availability of information and resources needed. It also clarifies the set of laws, regulations and instructions that guide the crisis teams, and the role of the constitution and the law to avoid these crises and mitigating their damages. The research shows what the state has achieved in developing and enacting laws regarding the state of emergency. Then, it examines the effectiveness of these laws in facing crises, and reducing the risks to which people are exposed.

تعد الأزمات أحداثاً غير متوقعة وغير عادية، وتحدث بشكل مفاجئ ومباغت في الزمان والمكان، وتخلف آثار سلبية تصيب المجتمع في وقت قصير ، مما يهدد الاستقرار والأمن، فقد جاء موضوع البحث لمعالجة الأزمات من منظور قانوني، من خلال بيان مفهوم الأزمات التي تشكل خطورة على الأرواح والممتلكات، وسبل مواجهتها، من خلال التخطيط والاستعدادات، وتوافر المعلومات والموارد اللازمة للتصدي للأزمات الطارئة، التي ازدادت بشكل ملحوظ في البلاد، وإيضاح مجموعة القوانين والانظمة والتعليمات التي تسترشد بها طواقم الأزمة ، وبيان دور الدستور والقانون في الحد من هذه الأزمات، والأضرار والمخاطر الناجمة عنها ، وما انجزته الدولة في وضع وسن قوانين حالة الطوارئ ، والوقوف على مدى فاعلية القوانين في مواجهة الازمات وآثارها، والتقليل من المخاطر التي يتعرض لها الانسان . - Scientific Type
