تعد الوحدة الوطنية لأي شعب قاعدة الارتكاز للحكم الرشيد وللبناء الحضاري والتقدم والتطور والتنمية في المجالات كافة، وبغيابها يفقد الشعب المرتكزات الأساسية لأمنه واستقراراه وقدرته على احتواء الازمات الناشئة عن الاختلافات العرقية والدينية والطائفية، وعلى هذا الاساس فان الوحدة الوطنية هاجسها الدائم الحفاظ على تماسك المجتمع، وسد كل الثغرات والمنافذ في محيطها لكي لا تنفذ من خلالها رياح التفرقة والتباعد والانقسام أو تكون مداخل لنفوذ الدول الاخرى.
فأن إمكانية الوصول الى الحكم الرشيد يعد بمثابة الحل الأمثل لكافة المشاكل والتحديات التي تواجه الحكومات العراقية، فالحكم الرشيد يسعى الى بناء مجتمعٍ مستقر سياسياً واقتصادياً واجتماعياً محققاً في ذلك التنمية السياسية والاقتصادية والاجتماعية من خلال مجموعة من المقومات كالمشاركة السياسية والديمقراطية والتنمية وسيادة حكم القانون والمساواة والشفافية والمساءلة لإعادة رسم الأدوار لكل منها، وتحقيق التنمية المجتمعية الشاملة على اعتبار أنه يمثل عدد من محددات النمو والتنمية في أي نظام سياسي.
National unity for any people is the basis for good governance, civilizational building, progress, development and development in all fields. In its absence, the people lose the basic foundations of their security and stability and their ability to contain crises arising from ethnic, religious and sectarian differences. On this basis, national unity is its constant concern for preserving the cohesion of society and bridging... Sdivision, separation and division do not penetrate through them or become entry points for the influence of other countries.
The possibility of achieving good governance is the ideal solution to all the problems and challenges facing Iraqi governments. Good governance seeks to build a politically, economically and socially stable society, achieving political, economic and social development through a set of components such as political participation, democracy, development, the rule of law, equality, transparency and accountability. To redraw the roles for each of them, and achieve comprehensive societal development, given that it represents a number of determinants of growth and development in any political system.
